Summary

Hawaii increased the TANF/TAONF monthly assistance allowance from 48% to 62% of the standard of need, effective March 1, 2025. This updates gov.states.hi.dhs.tanf.standard_of_assistance.rate (previously 2009-07-01: 0.48) so benefits from March 2025 onward are correct.

The standard of need itself ($1,590 for a family of 3) is unchanged — it remains frozen at 100% of the 2006 Hawaii FPL. Only the assistance-allowance rate (share of the standard of need actually paid) increased.

Closes #8654

Change

Rate SOA (family of 3) After 20% mandatory-work reduction
Before (2009-07-01) 0.48 $763.20 $610.56 (CBPP's $610)
After (2025-03-01) 0.62 $985.80 $788.64

DHS worked example: "family of three with no income will see a change from $610 (with the 20% reduction) to $789, an increase of $179 per month." Statutory band per HRS §346-53: floor 48%, ceiling 62.5%.

  • tests/.../hi_tanf_maximum_benefit.yaml, tests/.../hi_tanf_max_benefit_standard.yaml — added post-change family-of-3 cases at 2026-01 (→ $788.64)

  • CI passes

Hawaii raised the TANF/TAONF monthly assistance allowance from 48% to 62%
of the standard of need effective March 1, 2025 (DHS BESSD section 346-51.5
HRS report). The standard of need ($1,590 for a family of 3) stays frozen at
the 2006 Hawaii FPL; only the assistance-allowance rate changed.

Family of 3: 1,590 x 0.62 x 0.80 (mandatory-work reduction) = 788.64,
matching the DHS worked example ($610 -> $789).
